With the many challenges before the residential appraiser these days, it’s important to remain on the FHA Roster- the ticket that can provide 40 to 50 percent of your income going forward. Here’s one way to help improve the quality of your FHA work.

It’s no secret that 2010 could be a very challenging year for home appraisers due to less demand for appraisal orders. However, where certain sectors are diminishing under the current mortgage market conditions, FHA and USDA Rural Development (RD) appraisal orders are booming. RD appraisal assignments require FHA standards and inclusion on the FHA Roster. FHA work is expected to remain a large portion of mortgage lending into 2010.

A Coester AppraisalNewscast in late December last year stated that as much as 60 percent of home loans made in 2009 were FHA. A recent 2010 HousingWire Update email stated that four out of 10 home loans are FHA. Whether FHA lending makes up 40 or 60 percent of mortgage lending in 2010, it seems certain that it is a necessity for appraisers to remain on the FHA Roster.

FHA Cracking Down

Why is it important to “up your game” when it comes to FHA appraisals? It was reported in 2009 that, due to FHA loans defaults, FHA reserves dwindled below one percent, causing the Wall Street Journal and others to question FHA’s survivability. It’s my understanding that FHA is increasing scrutiny of appraisals in an effort to remain solvent. Recently, Bloomberg reported that: “U.S. Subpoenas 15 FHA Lenders with High Mortgage Defaults” (January 12, 2010). And, you can bet that FHA will look at who the appraisers are that possibly helped those 15 lenders earn their high default status.

FHA Appraiser Inspection Course, Checklist and eManual!

On Real Estate Appraiser Tips (my blog filled with tips for working harder on your business, rather than in your business), we try not to get bogged down in the news of the day but offer tips and solutions to get us beyond our challenges. After reading through the FHA Inspection Course, eManual and using the Checklist in the field, I’m convinced that the use of the Checklist will certainly aid in reminding us not to forget any inspection items while onsite and consequently, remaining on the FHA roster by not committing careless errors.

For instance, one item I repeatedly forget to take note of is how far the private sewer or water well is located from the home and to properly annotate the locations of such on the sketch. The Checklist reminds me to do this. Another reminder is to include photos of the crawl space, which is something I often forget to do. With the elimination of the old “VC Sheet” in 2005, FHA inspections may not be as thorough as needed simply because of a lack of a checklist to follow during inspections. This product solves that problem for appraisers.

A helpful feature of the eManual is the real life photo examples of possible FHA deficiencies with questions and discussion as to which answers are correct and why. FHA lessened some standards in 2005 after it lost so much mortgage market share but this resource answers the extent of “current” FHA standards concisely.

There’s a new Real Estate Video Updates Site available called ThinkBigWorkSmall.com. Their videos deal with real appraiser issues such as lenders, AMC’s, HVCC, FHA, etc.. For the most part, their videos are hilarious and informative. I was hooked immediately at first to them until yesterday’s VIDEO POST called, “You Won’t Believe It! AMC’s Doing Mortgage Loans! What The! 01.28.10″.

In this video, “the guys” claim that Coester Appraisal Group is setting up shop to make mortgage loans while acting as an AMC. Specifically, they claim that Coester Appraisal Group (AMC) will be doing mortgage loans and/or mortgage loan referrals and quoted “When reviewing our clients needs, we often uncover other areas where we can add value.” I immediately emailed Brian Coester about this and Brian’s reply at 2:47pm on 1/28/10 was, “No, it’s all totally false”.

Coester Appraisal Group also issued this to the guys:

Thank you for reaching out for clarification regarding the HousingWire
article. The video entitled “You Won’t Believe It! AMC Doing Mort. Loans!
What the?!? 01.28.10″ seemed to reflect a misunderstanding of the nature of the transaction. We would like to clarify.

1. Coester Appraisal Group is not entering the lending space
2. Jaymes Financial is not a lender. Jaymes Financial is a secondary
marketing/capital markets advisor (not a principal).

The strange thing is that on their 01/29/2010, the guys issued no apology, but did include a poll right under Coester Appraisal Group’s reply of “Have You Ever Made A Social Media Blunder?”. Is this the guys way of saying we messed up? Not sure!

So, while their videos are entertaining and mostly informative on appraiser related issues, and helpful sometimes in seeing the BIG PICTURE on trends, don’t believe everything “the guys” state without performing your own due diligence first! Responsible journalism also falls into the category of blogging, bloggers and video blogging as well! Remember to get your facts straight before clicking the “submit” button.

How can this new site help Real Estate Appraiser Bloggers? Well, the current post topic is: “10 Tips For Content Marketing Success“. These are “10 Gems” for appraisers on blogging. Learn and follow them and your local blog will shine!

And, Every now and then an appraiser blogger needs some fresh idea or inspiration. On the right sidebar of Realty 3.0 are the recent posts or article. The 4 in yellow highlighting are articles that I can blog about on my local appraiser blog. First, I reference the article itself. Second, I add local market commentary. Third, is there a local real estate professional I can quote to add further “local” relevance to my post.

Let’s Walk Through This. For instance, on the “What You Need To Know About The Real Estate Market”. First, my blog post title would be, “What You Need To Know About The Tuscon Arizona Real Estate Market For 2010!” or add local relevance. I would reference the “What You Need To Know About The Real Estate Market” article from Realty 3.0 and add local commentary along with the Top Local Realtor’s 2010 Forecast from their blog (Yes, Top Realtors Know Blogs Are Highly Effective). I would insert their photo, quote a couple of paragraphs from their forecast and provide a link back to their forecast, which they will appreciate. This provides extra credibility to both my blog and theirs as well.

Or, I could also directly email that agent and say, “Hi Roger, Congratulations on your numbers for 2009! I’m delivering a blog post on what locals need to know about our housing market in 2010. Would you like to add a paragraph, which I’ll quote and provide a link back to your blog?”

What about a quick video interview at Starbucks? Why Not?

It’s 2010 and video is the rage. A Reader would gladly watch a 3-4 minute video than read this long article. One thing I’m discovering is that home inspectors have almost 2 to 3 times more videos online than appraisers do and I’m wondering why? Are home inspectors smarter than appraisers with their marketing? It seems they are. Check out this home inspectors site, which is a blog setup, and tell me this home inspector doesn’t have their marketing act together: http://www.904inspect.com/ .

Anyway, Make sure to include the keywords of your local housing market (your city, your city fha home appraisers, your city realtors, etc..). Also, include a couple of local home photos properly tagged. What does all of this mean and how does on accomplish this. Appraisers and Foreclosure Sales Bring Havoc to Housing Markets

In many ways, the quality of appraisals has fallen as precipitously as many US housing markets over the past year. Just as the need for reliable asset valuation for mortgage lending and disposition has become critical (fewer data points and more distressed assets) the appraisal profession seems less equipped to handle it and users of their services seem more disconnected than ever.

The appraisal watershed moment was May 1, 2009, when the controversial agreement between Fannie Mae and New York State Attorney General Andrew Cuomo, known as the Home Valuation Code of Conduct, became effective and the long neglected and misunderstood appraisal profession finally moved to the front burner. Adopted by federal housing agencies, HVCC, or lovingly referred to by the appraiserati as “Havoc” and has created just that.

During the 2003 to 2007 credit boom, a measure of the disconnect between risk and reward became evident by the proliferation of mortgage brokers in the residential lending process. Wholesale lending boomed over this period, becoming two thirds of the source of loan business for residential mortgage origination. Mortgage brokers were able to select the appraisers for the mortgages that they sent to banks.

Despite the fact that there are reputable mortgage brokers, this relationship is a fundamental flaw in the lending process since the mortgage broker is only paid when and if the loan closes. The same lack of separation existed and still exists between rating agencies and investment banks that aggressively sought out AAA ratings for their mortgage securitization products. Rating agencies acceded to their client’s wishes in the name of generating more revenue.

As evidence of the systemic defect, appraisers who were magically able to appraise a property high enough to make the deal work despite the market value of that locale, thrived in this environment. Lenders were in “don’t ask, don’t tell” mode and they could package and sell off those mortgages to investors who didn’t seem to care about the value of the mortgage collateral either. Banks closed their appraisal review departments nationwide which had served to buffer appraisers from the bank sales functions because appraisal departments were viewed as “cost centers.””

On Trulia.com, Peter Middleton’s Blog reports on Moody’s Economy.com sobering predictions for 2010 Housing Outlook. Even the image below only shows the Top 50 Markets, 100 are listed on the blog post here giving both Peter Middleton and Economy.com credit for their reporting!

For example, home appraisers in Raleigh, NC could tell their market the truth – that home prices are expected to decline further into 2010 by -4.38% and the median home price is expected to hover around $215,510.
